Bear Hills Casino Society - Executive Director
SUMMARY: Bear Hills Casino is the new entertainment and hospitality destination in the Maskwacis region of Alberta. Proudly owned by Louis Bull Tribe, Bear Hills Casino generates revenues for Louis Bull Tribe. Bear Hills Casino Society (the “Society”) is the charitable arm of Bear Hills Casino, overseeing Table Games staff (cash cage, count room, chip runners, etc.) and disbursing a portion of gaming revenues to charitable programs in accordance with AGLC rules.
We are hiring an Executive Director to exercise direct control over operations, with a focus on:
Regulatory compliance;
Financial management;
Human resource management; and
Compliance management.
The Executive Director will demonstrate leadership and a professional image to all stakeholders of Bear Hills Casino including but not limited to Louis Bull Tribe members, Louis Bull Tribe Chief and Council, the Government of Alberta, the Alberta Gaming and Liquor Commission (“AGLC”), Louis Bull Tribe’s employees and Bear Hills Casino’s managers and employees.
The Executive Director is responsible for providing strategic leadership by working with the Society’s board of directors (the “Board”) and the executive management team to establish long-range goals, strategies, plans and policies.
This position reports and is supervised by the Board. The primary goal is to ensure compliance with all applicable governing gaming rules, regulatory requirements and restrictions, while having a strong team of employees to carry out the Society’s duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The primary purpose of the Executive Director is to exercise direct control over the Society and to achieve planned goals for operational integrity as measured by revenue and cost controls which are consistent with the governing gaming rules and regulations. The Executive Director will demonstrate leadership and a professional image to all governing agencies, employees and local community representatives.

DUTIES & RESPONSIBILITIES
The Executive Director is directly responsible for success both financially and reputationally. Direct activities of the Society, plan procedures, establish responsibilities, and coordinate functions among departments and personnel. Ensure compliance with all regulatory requirements and applicable corporate policies, procedures and directives including but not limited to the Gaming and Liquor Act and the regulations made under that legislation, and the Host First Nations Charity Casino Policies Handbook.
The Executive Director shall confer with the Board, governing officials, and combined general managers/advisors to establish policies and formulate plans, make decisions and solve problems, analyze all departmental information and evaluate results to act on the best solutions available in order to solve problems, schedule work and activities, schedule events, programs, and activities, as well as the work of others.
The Executive Director shall show effective leadership and management of human and financial resources.
Financial Responsibilities
The Executive Director shall manage all financial and budget activities to fund operations and increase efficiency with respect to operations, monitor and control resources, monitor and control resources and oversee the spending of all budgets, prepare reports and budgets for review by the Board including but not limited to Annual Budgets, Annual Capital Expenditure Plans, and Forecasts, review financial statements, income, expenditure and activity reports to ensure that organization's objectives are achieved.
Human Resources Responsibilities
The Executive Director shall authorize and organize the establishment of departments and associated staff positions; delegate the necessary authority to them and create optimum working conditions, oversee the screens, selects, hires, training, transfers, and discharges of employees, communicate with Departmental Directors, Managers, Supervisors, and Subordinates, provide information to supervisors, co-workers, and subordinates that ensure they are able to successfully fulfill their duties, analyze operations to evaluate performance of the personnel and to determine areas of cost reduction and improvement.
Compliance Responsibilities
The Executive Director shall establish proper internal control procedures and monitor compliance with respect to all business operations.
Community Responsibilities
The Executive Director shall promote objectives of the business before associations, public, government agencies, or community groups.
Operation Responsibilities
The Executive Director shall:
Direct all activities of the Society, plan procedures, establish responsibilities, coordinate functions among departments and personnel;
Analyze operations to evaluate programs;
Confer with Board to establish policies and formulate plans;
Review financial statements, sales and activity reports to ensure that organization's objectives are achieved;
Establish proper internal control procedures and monitor compliance;
Promote objectives of the Society before public, government agencies, or community groups;
Ensure compliance with all regulatory requirements and applicable corporate policies, procedures and directives;
Act as the Compliance Officer for FINTRAC and Anti-Money Laundering laws applicable to the Bear Hills Casino’s table games;
Is responsible to ensure that the vision, mission, values and strategic direction of the Society are conveyed through policies and tangible objectives which are met through the effective leadership and management of human, financial and physical resources;
Will lead, participate and manage the process of accurately developing, coordinating and revising within the procedures established by the Employer the following: annual budgets, annual marketing plans, annual capital expenditure plans, and forecasts / re-forecasts /roll-ups;
Will monitor and control resources and overseeing the spending of all budgets;
Will in conjunction with the Society board of directors develop and establish long-range objectives and specify the strategies and actions to achieve them;
Communicate with departmental directors, managers, supervisors, and subordinates and provide information to supervisors, co-workers, and subordinates that ensure they are able to successfully fulfill their duties;
Will organize, plan, and prioritize work and develop specific departmental and overall organizational goals with plans to prioritize, organize, and accomplish property goals;
Will develop and build teams to encourage and build mutual trust, respect, and cooperation among team members. If necessary, the Executive Director will become involved in coordinating the work and activities of others to work together to accomplish tasks;
Will guide, direct, and motivate subordinates, including setting performance standards and monitoring performance;
Will make decisions, solve problems, analyze all departmental information and evaluate results to act on the best solutions available in order to solve problems;
Will lead the Society in the schedule of work and activities, including events, programs, and activities, as well as the work of others;
Provide input in the staffing of the organizational units and assist in the recruiting, interviewing, selecting, hiring, and promoting employees within the Society.
EDUCATION and/or EXPERIENCE:
Must possess relevant education.
Must have a minimum of 5 years of demonstrated, broad based operational success in management and leadership.
Must provide a minimum of 2 letters of reference acknowledging your management experience.
Must have an understanding of the nature of the government regulatory requirements associated with the gaming industry in Alberta, including, but not limited to the regulations, terms and conditions of AGLC and other regulatory directives.
CERTIFICATES, LICENSES, AND REGULATIONS:
Must be eligible to obtain and maintain a gaming license and be cleared by AGLC due diligence.
Must complete a criminal record check prior to an interview.
Must be able to possess a valid driver’s license and be insurable under the company’s insurance.
Will be required to sign a confidentiality agreement annually and to implement the same for all gaming employees.
Will be employed under contract. Contract will require annual performance appraisal.
COMPENSATION
The successful candidate will be offered a salary consistent with their experience. The Executive Director will be eligible for employee benefits after 90 days.
